This judgment is finished when the seventh plague occurs (Revelation 16:17). Revelation 16:21 describes the actual plague. Large hailstones rained down on the populace. This was foretold in Job 38:22–23. "Have you seen the treasures of the hail that I have stored away for the day of battle and war and for the time of trouble?" Working together through demonic miracles, the three tri-union powers (the Dragon, the Beast, and the False Prophet) deceived the entire world and gathered it for the Armageddon conflict (Revelation 16:13–16). However, the earthquake in Revelation 16:19 splits the "great city" into three sections. It makes sense to conclude that the three tri-union powers are involved in this divide. At last, their power is broken.
Revelation Chapter 16 Verse 17 to 21
17 And the seventh angel poured out his vial into the air; and there came a great voice out of the temple of heaven, from the throne, saying, It is done.
18 And there were voices, and thunders, and lightnings; and there was a great earthquake, such as was not since men were upon the earth, so mighty an earthquake, and so great.
19 And the great city was divided into three parts, and the cities of the nations fell: and great Babylon came in remembrance before God, to give unto her the cup of the wine of the fierceness of his wrath.
20 And every island fled away, and the mountains were not found.
21 And there fell upon men a great hail out of heaven, every stone about the weight of a talent: and men blasphemed God because of the plague of the hail; for the plague thereof was exceeding great.
At the reconstruction of the new earth, identical words are to be said a second time (Verse 21:6).
Our Lord used a similar phrase, "It is finished," to conclude His ministry of sacrifice on the cross (John 19:30), marking the accomplishment of the plan of redemption.
The dramatic proclamation in verse 17 denotes the completion of the revelation of the mystery of iniquity and the unveiling of the actual nature of the universal religio-political union in verses 13–14, 19.
The rest of verse 18 suggests that after an actual earthquake, a metaphorical earthquake follows, decimating mystery Babylon. Just like a real earthquake decimates a city, a metaphorical earthquake devastates "Great Babylon" (Revelations 18:6–8, 21; 17:16).
Mystical Babylon of the last days is consists of the Papacy, apostate Protestantism, and modern spiritism.
This is a common biblical expression that symbolizes suffering and judgments (Psalms 11:6; 75:8; Isaiah 51:17, 22, 23; Jeremiah 25:15-17, 28; 49:12; Matthew 26:39).
The earthquake mentioned in verse 18 is what causes the earth's convulsions, as they are portrayed here.

The people who are struck by the plagues curse God for the third time, demonstrating their complete disregard for Him even in the face of His worst punishments.
